I didn't see it as rye bread being hard, but the rye bread as ration is hard, to make it last longer. Like hard tack.
Tbh I can't think of any "bread" that was made into a ration, that wasn't hard or dry in some way.

The way the bread was drawn, to resemble a leavened bun, means it's not as hard as rock. The tough types of rye breads don't look like that. They are quite thin and dense. There's no point in drawing them to look like fluffy buns made of white wheat flour and yeast.

Hmm... You might actually have a point with the crust. For me, as a person from a heavy bread culture country, the crust doesn't really play a part in a bread being considered tough or not. Rye bread can have a really hard crust, though. Those disposable plastic knives are an abomination that can barely cut boiled broccoli, so a rye bread crust could be challenging. For an East Asian used to eating mainly rice, the crust of rye bread might seem unimaginable. It's not a challenge for healthy teeth, though. I know old folks with compromised teeth/jaws don't sometimes like it.
