In Japan, the senpai-kouhai relationship also exists in the workplace. It's based on seniority in the company, not age. So, Maekawa calling her "senpai" only means that Sa-chan has worked there longer.

This manga is on the "weak" side, so that when main couple finally starts dating, everyone will lose interest in series

But if she were 16, and he was in his 20s, then YES she should wait or look for someone else that’s closer to her age. And he shouldn’t be entertaining it.

ig that's the problem when trying to develop 2 couples at the same time. One has to be sidelined at some point. My problem being that I simply do not give a fuck to the side couple at all
