I think it depends on the tentacles themselves and the context, tentacles going at someone without a SO can't really be NTR due to there being no SO.
Also is it tentacles going at someone sexually or for some other reason? Take Suu from "Monster musume" for example, all the early instances of her going at others was to acquire their fluids, mostly water, it wasn't until Arachne educ- *ehem- corrupted her that she started doing it with a mix of sexual intent thrown in.
Than you have some manga where the tentacle scenes have tentacled creatures that feed on sexual fluids, so the creature cares not for having sex with the other party they're just a juice box for the tentacles, does that still count as "sex" and therefore 'cheating', cause that brings into question cultural and\or biological differences.
