That's interesting. The fact that dungeons becoming a nuke that destroys towns and villages if left unchecked. Instead of the typical dungeon used as a source of income for adventurers and the fuel for a town's economy(in this one it still does).

dungeon is like a double edge sword if u dont beat it everyone dies, if u beat it then the town loses all the income and people/adventures from the town. assuming the dungeon goes away after its beaten

I'm betting the Mayor has plans of stopping Rou from being able to help Yuika, or even stop them from succeeding with their mission somehow, because he's a corrupt bastard that doesn't want to lose all the money he's been raking in with the dungeon still in operation.

Heck, I bet that the Mayor probably even knows full well what would happen if the dungeon doesn't get conquered, and plans on fleeing just in time to get out of there with all his treasures and valuables without getting caught in the blast, or whatever the Dungeon Core turns into after it reaches the limit.

Real life is full of people who refused to do anything despite all the warnings, when their way of life and income depended on whatever they were warned about. It's even harder if there was nothing wrong that they could see with their own eyes, they would have just needed to believe in the words of strangers.
