Refer to chapter 2, page 21 -- while I can't speak to a lack of punishment to the specifics of his actions, he was punished for the broader category of his "fake report." And because of the kind of person he is, there's no way he'd be able to accept being placed in a position lower than Tyler. Even if Tyler's abilities had awoken in the moments before Zekt abandoned him that would still be the case.

I'm can't be completely certain that it's known broadly for sure what it was he did. Chapter five has adventurers saying that Tyler was "abandoned" by his previous party, but not the far more specific "left to die." I would think that if that was known, Zekt would more than likely be entirely ostracized by society.
