If only the world worked like a comic book where you just blast random shit with radiation until you get a cool strong guy with a colorful outfit.

I don't think it's a given he'll get away. The chapter note says "Next episode, sensei makes his move."

I choose to believe that's our sensei playing the "Now, now, children" card.

Where, or when rather, does the novel take place in the canon?
Is it that the story was a novel and then became a manga or is it supplementary novel chapters?

I dont think this Dallas guy is as comically evil as people think, Sensei seems to understand what he's inferring because we still haven't gotten to the actual point of the research.

I thiiiink Dallas is acting like a genie of sorts. The village asked for the crops to grow and like a monkey's paw he granted their request without them knowing of the potential consequences because they have no understanding of magic.

Dallas does say that this village was far more dependent since they made a huge ask, whereas previous contact the villagers likely asked for little things or were entirely suspicious about the concept of magic.

It seems like he just wants to know how humans would use magic and how they react to it. Which is why he seems curious about Lucille in that one panel.
