Right? It's like the KingPin in Marvel. We know that they're criminals, but creating a power vacuum can just lead to someone worse or a bloody fight for the position. The worst part is that it was said earlier that most funds come from the nobles, so he can't alienate them.

So the way MC dealt with the nobles, without alienating the noble class for future missions, was putting a figurative collar.
