Because the restriction was personally handed. And I think she was restricted AFTER a demonstration of power.
So it's not like a general rule. She was just specifically told not to do that because of how much of a problem it was last time she used higher tier magic.
Now, you could argue someone should've told the principal that dragon girl was gonna do that, and then she'd be given the same restriction too. But that also goes against what Elria wants, which is to let dragon girl show her full power (and beat that too).

So in this case, this exact unfairness was chosen by Elria to happen. She could've leveled the field by having dragon girl restricted too. But this is one of those "you didn't tell us we couldn't do THIS instead of that" loopholes that manga characters pull sometimes but are only allowed to pull once before they're patched

Inverse ninja law. Having all those dragons, makes them much more likely to lose than summoning just one dragon.

Possible outcomes:
1) Self-replicating low-level spells annihilate dragons.
2) Level 3 spells custom-tailored to slay those specific dragons.
3) Meta spells interrupting the summoning.
4) Spells redirecting dragon breaths towards other dragons, making them kill each other.
5) Summons mice. Dragons are afraid of mice for no apparent reason.
6) Spells outside of level system. Ancient sorcery technically isn't spells higher than level 3. Just like it's not technically forbidden to summon godlike dragons.
