There probably are. Many if not all will probably be too afraid to move or act, just like their village was. Small numbers, ill-equipped, disorganized, feeling isolated, and facing a much bigger enemy than they feel they can ever hope to resist. Uniting all the settlements into a single movement, or even an Elven nation at this point, is going to be a lot of work. They still have to play catch-up just to be able to stand toe-to-toe with the Empire.

So, the empire already knew to suspect the village. They just took awfully long to send a second team. The second team was no stronger than the first one. The fortress commander isn't the sharpest sword in the rack.
