Generally speaking and from my own purely amateur observation/experience, I think the worst dumb slop type stories tend to come from novels because those are an easier access point to publication. Anyone can come up with any insane concept they want and even just self-publish it online and if it gets enough attention it'll get a LN/WN distribution deal and then potentially a manga adaptation. It's harder to get your foot in the door with insane manga concepts unless the right editor sees them.

The problem then becomes separating the fun dumb slop (like this) from the legit "this is bad and you should feel bad for making it" dumb slop that has no business getting an expanded audience. Because there certainly is a lot of the latter.
