Ok hear me out, militaries are generally composed largely of men. Men who spend a lot of time building up testosterone and not seeing loved ones for large periods of time.
So you don't want your soldiers going out and getting some wonderful STD from the local brothel. Nor do you want them to get a bit... Rape and pillagey.
So you make sure they have a way of venting sexual frustrations, with no harm done to family life (it's an advanced wank) and no harm done to anyones genitals.
And when your android is not on shag duty she can be on rip spine out and whip them with it duty.
