You're not far from the reality on some stuff.I had a hypothesis several chapters back that she is actually a highly evolved human faced monster and summoning heroes has a couple benefits.
First, it gives her control of the situation so she can point the efforts of the summoned away from herself, also why previous heroes have been banished to that dungeon of disposal where she first sent Touka when they become too strong.
Second is that the she is on the boundary with the demon territory which means the other kingdoms consistently pour money and resources her way and she can maintain her lifestyle and power.
Now my last thought on her is that she may gain experience from killing the heroes once they have gained enough experience themselves which would be why she would cultivate the strong, encourage their growth, and would dispose of any that have no value or could be a hindrance to her with no remorse rather than just expelling them to a regional city or a different kingdom.
Maybe I'm way off base, but it makes too much sense in my head.

This is a setup for a long arc though. Many informations were given in that small chapter.Not sure I'm up for reading more. It was fun for a bit but now it's just stupid. The same setup with the same obvious conclusion. Can't actually have the protagonist face a moral conundrum by killing people who are actually good. Nope gotta make sure everyone he is set to kill is irredeemable.

Also the fact they're totally unaware the Strongest Man is already dead.This whole thing is actually just basic characterization. Lazy but useful for this level of throwaway characters.
The readers don't want to read about the MC killing random faceless bandits. But the readers also know that these guys are dead men walking, so why bother writing more than necessary? It's practically just the villains of the week kicking a dog to show they're bad guys.
It's the author's go to writing choice. Introduce characters as if they're important and then kill them off. Like a b-list slasher film.
Also this level of cruelty is standard fare in this series. There no need to be shocked that the third rate villains do third rate villain stuff.
Having expectations beyond that is unreasonable especially when the story is already junkfood level as is.
And the point of this scene isn't even these guys because isn't this that cat beastman's sister? It's actually her introduction to the story, but in a roundabout way beginning from the point of view of these "protagonist" characters doing that mission hinted at a long while ago.
Eve mentionned a few groups of interest in chapter 38.1, the Sword of Courage was one of them.Can we just not introduce another group of assholes
