I wonder if she's the true villain who's set up the demon lord as a common enemy as a trap to wipe out her siblings to enact the ultimate, totalitarian order where her word is the only word.

Maybe the Goddess of Order set all of this up just to prevent the chaos of war?

Maybe the only way to maintain the "true" neutrality is to create a zone without the influence from any goddesses.

Maybe to create said neutrality, the goddess of order did create both the "good" and the "bad". If a force that threaten said neutrality appears, how will the goddess of order react? If tachibana n jinguji manages to get through the border, to prevent them from killing the demon lord, will she just simply eliminate them?
