It's the way the raw is published. If you look at the raw uploads, each chapter is labeled in the format of "<chapter title> (1 or 2)." These days, with online serialization, it's become incredibly common for manga to publish half a chapter at a time. Scanlaters here match their uploads with the raw uploads to comply w the mangadex TOS.

I believe the reason publishers format it like this is to provide a stready stream of releases. Although the raw for this did have an 7-8mo break.

The recent hiatus that just ended was because Ryouji Hirano was busy with the development and release of the recently new Fate/Grand Order expansion Servant, the Berserker Nagakura Shinpachi. With him done with that now, hopefully he will resume his work on this series on the bi-weekly schedule it is meant to be on.
