These days, with online serialization, it's become incredibly common for manga to publish half a chapter at a time. Kind of annoying, and seems like a pointless practice if i’m being honest.

The recent hiatus that just ended was because Ryouji Hirano was busy with the development and release of the recently new Fate/Grand Order expansion Servant, the Berserker Nagakura Shinpachi. I believe the reason publishers format it like this is to provide a stready stream of releases. Although the raw for this did have an 7-8mo break.
