[Feature request] manga pickup request feature

this are more of a suggestion, than feature request, feel free to reject the idea if it seem far fetched

Can we have an option to flag a series for translators to pick it up?
like if you were reading a manga and the translator decided to drop the project,
then the readers/(previous translator) can put a request for other scanlation group to pick up the project.

this could actually fit right in the current forum system (though this feature will make more sense after addition of search feature in forums)
you can take inspiration from pickup request feature in noveupdates

like a request must have
- link to the raws
- short description
- an image of cover, if serialized
- reason why this should be picked up
- MD link, if the manga already exists on MD
- if certain no of chapters have been translated by a certain group, then a proof that the series has actually been dropped, to avoid conflicts

I also wanted to ask another related question, is there a rule, or general understanding between scanlators that if a group is scanlating a manga, then no other grp can scanlate the same manga and compete with the previous?

I have actually seen mangas where 2 groups compete over releases
