Gavrill didn't want to go back for her tuner maintenance because she didn't want the successor to do it, she wanted Amatsuka. So they had to trick her to come back.

Nah Gavrill has shown that if anything, if she like you she’ll make sure to look out for you. This entire chapter was her scaling the planet just to make sure her doctor was okay.

@sdarkpaladin Took me a while to get it as well, but Fran is implying that the reason Gavrill started having Amatsuka do her maintenance is because she loves him, which she deduces from how she began sulking when he wouldn't do it anymore.
The phrasing is a little convoluted though.
