@Doomroar I think the wanzer squad accepted that he is the Shepherd starting from when he destroyed Wick of Fire. He did kept his promise at that time, and then the mental programming clicked in

The problem with direct mind control is that it takes too much from the mind, in the effort to make it "efficient" the mind naturally goes against it, the stress breaks the mind and the person becomes practically just a machine.

Which is all well and good for most... but the story has shown that leaving people with their individuality is much better.

With an altered and controlled soldier what you get is practically a disposable pawn that will only be good for a time.
