Oh, you mean awful as in "He isn't able to lock down the girl he likes" not awful as in "rapes and eats babies, etc."
Honestly, a foil character who is awkward and not unnaturally skilled at attracting women around him or properly using his charm or lightly pursuing (really, just crushing on) a girl who likes someone else basically describes most of the Japanese reading male audience.
I just wouldn't call them awful. They aren't doing "awful" or "repugnant" things. They're just guys.
I mean, it's meant to be funny and sad by comparison to the power of the priest character whom literally every single woman in the manga, child or adult, is attracted to.
He is a foil character, and not in any remotely villainous sense.
