So I was right(mostly) all those chapters ago, that Victoria was being "influenced" and pushed a certain way by the gods the entire time.
Granted, I thought it was just the goddess of love pushing her to be a rapist yandere, but it was actually me, Dio! multiple gods controlling her throughout her life.

If I had to describe what I think is going on, it reminds me of some other series that deal with ghosts and the divine. Victoria is likely the perfect vessel for godly powers/egos. An open door that the gods can use to interact more directly with the world without announcing their specific presence like the saint. Hell I wouldn't be surprised if her whole family line was tailored by the gods for this purpose. The only issue is likely that they need the humans' consent to do so but what do you know, pampered kids are super easy to manipulate and none of those nasty strong will/minds to deal with.

Was there any doubt the initial set up made it looked like Victoria saw Raol for the first time when he showed up as the Hero?

Well, the Author can always say that from the very beginning he meant to show (read as 'hide') that Victoria's memory was tampered or even erased by the Gods
Of course, if that's what it looks like now and not an illusion made up by Raoul to re-evaluate Vicky.

No, this one is the God of War’s child. The story hasn’t revealed what’s it’s governing.

I’m assuming she can’t do anything against Raoul or the Goddess of Love because of the nature of her deal.
Maybe, in place of having lasting influence, it can’t take over and personally deal with unexpected troubles.

To be fair, Victoria has already been shown having been possessed by a god already, she lost her virginity as the Goddess of Love took over her body and assaulted Raoul after all (Chapters 80 and 81). The idea of the gods taking over Victoria's body as a tool to personally carry out their whims on Raoul has long been established.

Fact she's practically gods condom at this point. Especially if gods won't stop interfering.
