Tins would be lighter weight and not as fragile as glass which would be important since they were considering it for fresh rations for expeditions. Beyond that tin has a lower melting point and is more readily available than the silica needed for quality glass manufacturing. The glass would be more beneficial if used for their lamps and optics like telescopes/spyglass.
