It's the administration delay or lack of personnel that caused it but the thing is that the Improvement Plan already has a budget secured so they can "borrow" the money from there since feeding the people starving now is more important, they can put the money back once the administration sorts their shit but now the new problem is that they need new personnel to work there since having that much of a delay is crazy.It probably wasn't the Agricultural Improvement plan that caused the delay considering the annual Noscula village report was still on the desk (pg 10) from half a year before the submission of the Agri plan.
I've read a few manga where inefficient administration was at fault for things being bad. And it always was because all the documents must go through and be double checked by a single person - the minister/lord/guild master/etc. And the solution is always to delegate some of the work to other trustworthy people. I am assuming they are going with the inefficient paperwork reasoning. If you need to write your reports along with a letter, to not be rude due to aristocratic bullshit, the documents might not be standardized. So they would first need to extract all the information out of the letter/unformatted document. Decide what information was actually important and then collate that data into new forms that match their format. This was already the case with the military supplies stocktaking, where George was the only one that really did it as the leader, for some reason. So I very much can believe that there are similar bottlenecks in civil parts. Yeah, I remember one manga explaining that the officials in each region, were explaining their reports instead of using numbers, so every region had different descriptions for how they calculated their harvests, and then the head office people have to translate that into usable info, take a little off the top for their own pay, then transfer new reports up the ladder.I am assuming they are going with the inefficient paperwork reasoning.
