Most likely just a case of "same face syndrome" because there are other characters that look very similar, such as Rei's angry classmate looking very similar to Haru (blonde guy).

A good point! The otaku are talking about who tops rather than dominant/assertive, so my definition wasn't the best. Although, Jisho (a popular online dictionary) makes the same mistake. I'll fix it in a bit.
Edit: Should be fixed now (page 6's TL/N changed).
