Its probably related to the fact that hair care is a type of grooming, like moneys do with removing parasites. Grooming another person is a pretty intimate act, both because of the proximity and because of the trust it signifies

Best if teacher gets angry and tells you to pay more attention to lesson instead of the female friend hair, and then whole class is just "ahhhhh" like the kids did when they saw their 2 friends talking.
