People, just get clear of NTR first and then label things as such. It's more like who is feeling for someone and then acting upon it. If by any chance both girls develops feelings (well, that seems more likely) for the MC and the one of them didn't get successful, it's highly "probable" that that girl didn't act upon her feelings. Like in this chap, the "GAL" confessed (kinda), the other was jealous and didn't do anything (she has been literally doing nothing) and the MC has done nothing either (except with GAL, which is leading to developments of feelings).
