Basically it's confirming that he had sex with her but saying HE was the one who initiated it. The sister and his girlfriend first thought she forced him down in ch 6. Then they thought that he didn't fuck the sister. This chapter was him stating that they did fuck but it was him who was in control/pushing her down.
