Because it sounds too good to be true. If they were to take their words at face value and later Arc's abilities need a condition, component or have a limitation unaccounted for (they doesn't but the elders doesn't know that for sure), it will be a potential disaster which might cost the war and all their people. Caution from something "too convenient", even if it comes from the mouth of your most trusted advisors and warriors, it's healthy when too many lives are on the line. Needing proof is normal on these circumstances.

Of course they could be less of an arse about it. But hey, try to argue with elves and dwarves, amirite?
