@animeaintreal - Well... pretty much the teacher is fucked either way. One - don't report it and possibly get seen by someone who does report it and he gets fired or Two - Does report it then he looks like an asshole instead of the victim and will most likely get written up and she would probably get a slap on the wrist.

But this is Japan were talking about. The idea is not to make waves so if you can handle it personally then do so. She wouldn't even be allowed in the school dressed like that in most traditional high schools. So like your name says...
