In this chapter, we should be near may/june, so he is right, winter is around the corner, and can come fast if you're not prepared for it.

actually i reread the graduation chapter, they have sakura trees around, and it doesn't usually start on February in most cases (and i just read that graduation is in March, not February).

And if you look at the few first pages (after the school festival) carefully, author drew a dry tree and windy weather (which indicates Autumn), and it's definitely not on May/June, it should be around September at the VERY EARLIEST
