Holy cow! I remember haibane renmei! Its cool they wrote an ending for rakka.

I choose to believe this is canon.
I do see the conclusion to Rakka's arc making sense though, with her only able to pass on after she is confident the next generation are in good hands. It makes her a nice parallel to both Nemu, who couldn't pass on until Reki was ready, and Kuramori, who was able to pass on because she trusted Nemu and Reki.
