The author seem to retcon Mochizuki's memory since c3-c4 - now he IS able to retain his memories during transformation for some reason. Not sure I'm in favor of "evil overprotective dad" premise in this series since he has a solid reason to take action (really, how the heck can you "watch over" Kawaru, send tons of staff to ensure MC never bleeds?), but well, plot armor always wins.

He probably didn't remember before because it was the first time(?) he transformed. That and also the fact that he was closer to losing his consciousness than here

I live in a place where it hits 120+ in the summer and people will still wear hoodies for some insane reason. Hell, a decent chunk of people wear beanies all year round. Tie the tail down like in the other wolf girl manga and cover your head, and you can make it in public just fine.
