I think the biggest issue for them might be fuel as well as developing large scale metallurgy on top of flight systems and avionics.

This is more practical since he was just some random high school guy who got isekai'd and not an aviation engineer who has deep knowledge of that type of stuff.

His current setup is also transferable in that he can give his science Division an idea or concept and they can somehow make it work.

Fuel isn't a problem since he already has a method of propulsion, it only make sense that he already secure the fuel for that
Metallurgy also isn't a problem since from what i can see, the propulsion itself is made out of metal, even if it's a problem early aircraft is made out of wood and canvas so it's not like there's a shortage of it
That's my point exactly, granted he's not an aviation engineer but he knows the concept of it and that it can exist, just like the paratrooper he can point and order his science division to research a much more better method of air transportation
even if the early stages of development will take an enourmous amount of work, the trade off is literally the world

I know jack shit about military and/or aeroengineering, so sorry if I'm wrong. But isn't it more efficient to just develop the existing resources (the Wyvern riders) rather than creating a new technology (aircrafts) and training new pilots from the ground-up?

Likely a lack of Aluminum or the ability to process it. You hit the upper limit on wood based airframes pretty quick, and dragons + jets is probably already faster.

I think its about cost effectiveness, risk and development focus.
building aircraft is another beast on itself, meanwhile he need something that can be used as soon as possible.
so when he already has airforce instead of introducing another mean of flight system that need development on their own
he just need to fix the weakness of the existing one, and focusing on the propulsion only.

The development of the plane was an iteration of ideas over the course of hundreds of years. IIRC the Wright Bros had access to certain equipment / material / methods thanks to their profession as bicycle makers that allowed them to succeed where others failed.

This is fantasy, let there be wyvern propelled by jet! It's cooler. And letting modern technology existing 1:1 in isekai feels redundant. Except for internet, I would like to use dragons and magics in another world
