I don't know why some people in the comments think the farmers don't grow food for themselves. Obviously most of them would. But only for their own families. The rest of the fields will be dedicated to cotton. It's not like a farmer will want to starve himself and his family or rely on bought food when they can do it themselves. However, it's only a fraction of the fields. The rest was meant to satisfy the rest of the population, that is, the part of the population not producing food. It's also an open question if the farmers can pay their taxes in produce, which was extremely common in the Middle Ages. It's possible cotton would be welcomed for that, since the corrupt officials could sell it for better money than the wheat, potatoes, or whatever they would get otherwise. However, if the local lord required food, then the farmers would grow exactly that much more. The rest would still be cotton.
In any case, the price of cotton would crash eventually (people don't need new pants more than food), so it might be wise for the temp king to try to encourage farmers to rely on it far less.
