Can't arrest ALL of the slippery nobles at once when they're spread throughout the territory. If one disappeared, the others would immediately notice.
Only wartime would have given a reason to bring them all in one safe place (near the supposed undefeated general Carmine)

Yes, absolutely! Harem stories should be limited to comedies or erotica. In a serious story, the hero has a partner, and although others might love the hero (possibly even more than the hero's official partner does) they find their own spouses.

The author jumped the shark with this one.
