Not really true. Well you are likely right about just not killing her, but truthfully the age old "death by disease" would have worked if they were so inclined. So her existence has plot relevance beyond just smoothing things over between the Emperor and Silver Scales.

However her skill orbs do serve a rather important function. If the Lev Emperor was so inclined, he could have secretly contracted with someone who could remove the skill orbs. But he was likely told by the elves that the skill orbs she did have were containing the curse or some such.

As to the reasons for the skill orbs she was given, they would be rather important from the elves perspective. Something to disperse / contain her taboo mana essence, a contraceptive to prevent unwanted tainted children and or potential hiers to the throne, and a concealment orb to disguise the true nature of her skill orbs and the fire based constitution that made her existence antithetical to the elven sensibilities.

So the skill orbs she was given were not by any means useless, and in most cases seen as a small mercy to a child who would of otherwise just been murdered. And while true her treatment hasn't been exactly the best, she does lead a fairly blessed life. After all I'm sure we can all think of worse arrangements that typically befalls elvish female slaves....

It's been covered in chapter 47, when they describe her upbringing. I described it as a political problem in the discussion thread.

From what we've seen, they don't necessarily mean for her to suffer, but her existence is a political problem for the ruling class of their society. And they've given her skills that both hide her secret and ensure she can't cause damage. And in terms of suffering, she's basically living as a privileged, but exiled member of a Royal Family. She has effectively all her basic needs and wants fulfilled, she doesn't have real responsibilities, The Dream of any NEET. As a member of the royal family, she was never going to have true freedom.

And it's not a matter of her doing anything back to them. She's a political prisoner for a political treaty. If they thought she would betray them in any way, they wouldn't have exiled her to a friendly/neutral nation. They know she won't go after them. And as I mentioned before, they "can't" kill her, without causing problems for the Elven Royal Family. It would be an International Incident, and they don't want to randomly have a war to hide it.
