Shunichiro has an uncanny luck in encountering mystical beings, so I’d say it’s the first, that’s why she was surprised at the shining light, speak of the devil kind of thing, but I can’t see anything bad happening because this is a supposed guardian deity.
That said it’s quite vague, so your choice is not wrong either.

I agree and I think you are correct. Something like “imperial capital” perhaps? I believe in Kyoto would be referred to as “miyako” as it was the imperial capital? Please correct me if I’m wrong.
