i think it is one part the original art style and one part bad scanlation.
i mean, surely you have noticed the few other pages having weird out-of-focus issues, right?
but yeah, i thnk that girl did have lips like that. it is likely meant to convey a mature and bitchy or somewhat arrogant personality, which fits what she did to the MC back then.

Slop sells, people want fast paced crappy stories that mini events get resolved in at max three chapters, this one we are at almost 50 chapters and there isn't yet a defined goal for Rook, he's still a mid level adventurer power wise.
For them this is worse than drinking acid.
