Also are you certain it's an HD 5500 and not an RX 5500? Because that would make it an ATI card from 2010 that is significantly slower than even integrated graphics...

It is hd 5500, and honestly i am surprised it can even run Photoshop lol

Oh dear. I don't think it even really matters which HD5500 series GPU it is, because they're all just beyond terrible at this point.
I've seen Windows 11 use more VRAM than those cards have even passively on the desktop on some people's computers before (though that's honestly largely due to Win 11 being a bloated POS).
Anyway, you must've really hit rock bottom if you had to go that low, even on the used market. I hope your situation improves, and you'll be able to upgrade to something actually useable like an RX480, GTX 980 or GTX1060 soon.

Well gonna be honest here, if i want to go back to the old graphics card level. It'll cost me about 300 usd, since i need To replace the psu too (it's unstable af)
