I don't think it's that, more that Asirpa really doesn't have anyone else in her life in terms of parental figures if you will. Like she has her grandma, but it's not quite the same since she was raised by her dad so she likely sees Sugimoto as something like a foster dad, uncle, or older brother of sorts.
