While good characters typically don't hurt other good characters, authors all over the world often forget that villains don't have true allies, nor do they have a unified side they would be on. That's why they are villains. A villain's worst enemy isn't often the hero, it's another villain. Stalin's worst enemy was Hitler. Villain vs villain even in RL. A hero is somewhat predictable and will always try to save his/her allies and also innocent bystanders, which is a great weakness from a villain's pov and often exploited in stories. Another villain doesn't give a shit about collateral damage. Another villain will also use every trick in the book to strike at their enemy, unlike the hero who likes to stick to honourable methods. Whenever villains need to work together, they always need to keep watching their backs because given a good chance, a villain will betray their so called allies if there's big profit in it.
