I just need you to know I’ve been laughing at this for like 10 minutes now dudeI've had just about enough of this.
The easy answer is money.I enjoyed Gyaru Sen, as sloppy as it was at least the MC wasn't left with nothing everytime.
I had no faith in PEEP (and I was right) and dropped this one before even really starting it, I was curious to see how the author would mess it up and here it is.
Honestly is time like these that I am proud of pirating something in particular, I wouldn't even want it if it was licensed and free to read, I don't even want the editor to see me as a +1 to the engagement of this series.
I wonder what drives so many Mangaka to toy with their readers like this? Dangling what they want just out of reach and thus they end up creating an inconsistent story that seem like a series of loosely connected moments rather than a natural progression of events.
Is like having a friend who think that is "so hilarious" to make a joke out of everything you say even when you are asking a genuine question, when is just funny for him and frustrating for others and proves himself unreliable, the kind of person whose idea of a good joke if is funny to him, regardless of how the affected people feel about it.

Sweat and Soap starts with the couple having sex and that one went on for 97 chapters, got licensed in english and never had any stupid harem,cheating,love triangle,timeskip,misunderstanding or supernatural arc.The easy answer is money.
The more complicated answer is partly because of how comic's as an entertainment media works and partly of the theme and/or story of that said comic. In this case, if the story is about two character love each other and when they finally have sex is the end goal, then you see it's and end goal and it not gonna happen until the entire thing concludes, otherwise the author can't milk the premise anymore.
