I think this is a case of the author making awkwardly pointing speech bubbles, because based on the content and context of the dialogues; both seemed to have been said by Chii's mother

The first bubble is supposed to say something along --
"I'd like to go with you[Chii's mom] but can't, since you have a kid to look after"

I believe is just a mixup in translation. That phrase was said by the "assistant chief" and not the "career woman".

I think it's supposed to be something along the lines of:
"I would like you to come with me if possible, but you can't leave a/your child alone"
