And two, despite death matches not being allowed, it's still not a crime to kill someone during a duel (though I assume Cait Sith would save them).

Making the level 1 protagonist able to see lightning speed movement and confident he could beat Al who has been leveling this whole time is really stupid. Unless it turns out he's also a reincarnator then I would guess this is another video game isekai where the author has never played a video game in their entire life.

Could be. Haven't seen any signs of the skill needed to do more than a serviceable story.

In hopes for something better, I'm hoping the hero (lol) is a like the guys that think they can beat either of the Williams sisters in tennis.

See the first part of your problem is assuming they're in a videogame(like literally in one instead of a world with a similar story setting). Levels are generally just a game mechanic with no bearing on the character's actual inuniverse power. SOLDIER, top black ops assassins, Mercenary leaders, Captain of the knights, etc... all start at level 1 despite being certified badasses already.
