Say what you will about Sato but at least she wanted to give Shio a better life than being left by her mother. Getting a job, giving her clothes and a good meal with an apartment she's been paying all by herself. Yeah, all of the characters are all pretty messed up in the end. I am not trying to say she has "morals" or say she was right to kidnap that loli but one thing you can say she did good was not trying to physically harm the Shio.
