Interestingly, I reread it, and there was one instance where a child walking with their mother said "Look, there's a cat," and the mother was like what, where? So I think this is the idea that children are more attuned to perceiving the spiritual world than adults, and can see Tama's ghost.Not only Rui, many children saw it.
During the storm chapter, in the last splash page, it was see-through; there were also multiple instances where we saw its altar besides grandpa's.
