When I see this kind of scenes I always wonder whether in Japan policemen actually routinely question people going about their own business or it's just a manga thing...
Moreover question people about things that aren't violations, to boot. Is there a law that students have to go to school that the police have to be involved? Not everybody there goes to high school, okay 99%+ but not 100%... And what if one simply lies "nosir, I don't go to school" what are they going to do? Call each school in the vicinity to check if such-and-such is absent today? Cops in Japan must have an awful lot of free time on their hands...

@Aleph0 Well, it is a peaceful country, so I'm sure your typical neighborhood policemen have plenty of time on their hands. Students are generally identifiable by their uniform and/or student handbook, so I don't think police would normally be looking for truants in plain clothes. In this chapter, I would assume they're more questioning Haruko because she's out at some ungodly hour rather than because she seems like a student.

can only speak about my time as an exchange student in Japan. Once me and some other students were going from the dorm to the super market and back and on the way back we were stopped by police to show them our foreign resident ID. You always need to carry them as a foreigner in Japan. Some of the guys forgot them in the dormitory but thankfully one japanese student was with us and could explain the situation.

@kamikazejoe I've heard the police in Japan are particularly nosey towards foreigners in general, so it's possibly not a good baseline for comparison here. In this case, like caitsith said, I'm pretty sure they were just checking here because she looks young and could've been out after normal hours for students to be roaming around. Then she goes and puts her foot in her mouth to complicate the matter past exchanging some small talk for a minute.
