When was the last time Mamoru even expressed interest in someone, romantically? I think he's the only guy who's completely blanked out in that aspect. I get the feeling he's the kind of guy that not only really values friendship but also has a tendency to not want to overcomplicate things especially in his relationships, so just being friends may very well be the best for him.

Although I do like Ishi and Shima together; Ishi is the type to value friendship overall. If we were to be realistic about the manga then its clear that he is never going to be with someone. He's a chill guy who wants to go at his own pace in life. Its nice

There's nothing wrong with them being just friends, but it's been a main point in several chapters to poke fun on their girl-guy relationship, so it's only natural for people to imagine them becoming a couple, given how comfortable they are with one another.

That being said I don't think this manga is going to dabble into romance any time soon, so it's okay to regard comments about their relationship as wishful thinking from fans of those two.

I don't know what you guys are talking about with no romance. The will-they-won't-they dynamic is enough to feel like romance to me. It's also mostly down to showing how comfy their relationship is, no matter what it might be right now or in the future.

Having your romantic partner being your best friend is probably the best and lasting relationship there can ever be, honestly.
