Thing is, this manga is more of a commentary about how Japan has, for the better part of a century, regarded the role of a father in their society. Essentially, they're hardly meant to be fathers at all. The only real obligation they have is to make sure the woman they marry pumps out a kid or two, and that the family is financially supported. Otherwise? They're free to do as they please. Even the bit you clipped there is part of the normal expectations of a man in Japan - so long as their legal wife and children are supported, then they can also support a mistress in a house all unto her own, and even their illegitimate child.
And herein lay the real joke behind all those Yoshitobe Abe memes about having babies - the irony of it all was that he expected the men of Japan to keep on doing as "tradition" mandated, and never mind that it was his responsibility to make sure that the economy and the work/life environment actually supports people raising families and not just pumping out children like a facotry.
