Hibiki got what she deserves. Why wasn't she so assertive after Minato's confession? Instead she just kinda evaded direct answer, leaving Minato space for doubts and second guesses.

Hibiki is being the exact same character here as she has been throughout the series. In this case, Minato is properly not allowing Hibiki to push her to do as she pleases. Yeah, she said something rude, but damn is it hard to stay nice when the person that means the most to you won't seriously listen to a word you're saying. Minato wants to have fun with music, and Hibiki showed her where she can do that.
