they're not last line. They're like first-middle line of defence. Thats what being a border city kinda is. It sounds like they get at least some supplies and resources to buy more supplies, but it's also a case of: they're the border and holding the current position rather than pushing back, and presumably the nation is willing to let it get invaded since it still has other cities between it and the capital or whatever the nation would want to protect, so it's not that hard to reason why they aren't super stocked in resources.

Remember that protag mentioned the region also being full of monsters, so the additional resources for that as well are probably why they don't fund it all that much, just the bare minimum to keep enemy nations at bay, but not something critical.

The capital where the story will get soon is protected by a magic barrier that repel and protect all invasion for 300 years. Most of the population is in it and the territory outside are more or less forgot by the nobles by now, thus the lack of resources despite the territory being frontier to an enemy nation.

In case somebody doesn't already know, trying to cut the bitterness of coffee using just sugar is like trying to put out a forest fire with a squirt gun.
You need to add milk, instead. (Actually, you need an entirely different beverage. Coffee is disgusting no matter what you do to it, but the milk at least renders it potable.)

I assert that a reasonable grade coffee with the right ratio of water for mode of preparation utterly lacks the trashy astringency that is a hallmark to so much "coffee". A good coffee needs no help (black). A bad one cannot be helped, in much the way you describe.
