I think the chapters are misnumbered. Ch. 1 is referred to as #2 while you're reading it and Ch. 2 as #3.

Looking around the raws, it looks like this started as a oneshot (linked with mg310997), and the artist drew more of it. So the oneshot would be chapter 1, and chapter 1 of the raws would be chapter 2 of the series, and so on.
I mean, the first line in the description above the first chapter of the raws is : "mg310997 で描いた百合漫画の続き（？）です". GoogleTranslated : "It is the continuation of Yuri manga drawn in mg 310997 (?)". And the description above the oneshot has : "続き（？）描きました。 comic/34073". GoogleTranslated : "I drew a continuation (?). Comic / 34073". (comic/34073 being the raws) (The question mark is there probably because it wasn't set in stone whether or not it'd actually be regularly continued.)
